Having dedicated over 30 years to the field of special education and administration, Dr. Joyce Carr is committed to helping school districts provide the necessary support and services to faculty and staff to ensure that students with disabilities receive an appropriate educational experience.

Through work as a special education teacher, chairperson for the committee of special education, building and district administrator, and adjunct professor, Joyce brings a wealth of knowledge and years of experience to the role of an educational consultant.

Additionally, she has collaborated with the state educational department on initiatives for students, particularly those with disabilities, and has participated on various community boards to provide information and ensure that students’ and families’ needs are considered in planning at multiple levels, including the classroom, building, district, region, and community.

With extensive experience, skills, and knowledge, she offers a range of services, including special education audits for compliance and best practices to meet federal and state requirements, district-wide professional development on a variety of topics, IEP review and development, mediation and due process preparation, expert witness services, administrative support related to scheduling, inclusive practices, co-teaching models, specially designed instruction, site visits, and on-call support.
